Change in Average Number of Third-Party Domains vs. Cookies per Page on News Sites Based in Select Countries in Europe (% change from pre-GDPR (April 2018) vs. post-GDPR (July 2018))

Description

This chart shows the change in the number of third-party cookies and domains per webpage on news sites in Europe from before GDPR to after implementation. The data is broken out by countries including Finland, France, Germany, Italy, Poland, Spain and the UK.

Methodology

Data is from the August 2018 Reuters Institute for the Study of Journalism (RISJ) at the University of Oxford report titled "Changes in Third-Party Content on European News Websites after GDPR" supported by Google. RISJ analyzed privacy impacts using an open-source software tool called webXray that traces the network of outside parties that load content on over a total of 200 news sites based in Finland (n=20), France (n=30), Germany (n=30), Italy (n=31), Poland (n=29), Spain (n=33) and the UK (n=31) during April and July 2018. A total of 10,168 page loads, nearly 1 million content requests, and 2.7 million cookies were captured and analyzed. For this study, webXray was configured to use the Chrome web browser and to ensure that measurement reflected what users would see in the EU, a computer based at the University of Oxford in the UK was used.
